Objective

To improve the condition of existing public sidewalk by removing and replacing deteriorated sections.

Description

This project consists of public sidewalk replacement at various locations throughout the village. 

Justification

The Village's pavement management program has determined that the condition of the roadway has deteriorated to the point that street improvements are needed. The existing water main has a high incidence of water main breaks. The Village has submitted an application through the Community Development Block Grant (CDBG) Program.

Description
November 15, 2024Construction of the 2024 Sidewalk Program is now complete. Staff is working to close out the construction contract.
November 1, 2024Due to the holiday and scheduling conflicts, no work took place this week. The majority of the work has been completed. Approximately 20% of residents on the program still need to have their sidewalk replaced. The remaining sidewalk, as well as the restoration of parkway and driveways is expected to be completed the week of Monday, November 4, 2024.
October 18, 2024Construction began this week. The work is expected to be staged so that new sidewalk will be poured the workday following its removal, weather permitting. Residents with sidewalk work taking place through their driveways will not have access to their driveways for a period of approximately one week. Those residents will be permitted to park on the street overnight in locations where parking is otherwise permitted. The Police Department will be notified of the need for overnight parking at these locations and should accommodate residents accordingly. Construction of the sidewalk program is expected to take two to three weeks to complete.
October 11, 2024Construction of the 2024 Sidewalk Program is expected to begin the middle to end of next week. Staff is in the process of completing construction layout and other pre construction efforts.
October 4, 2024A pre-construction meeting was held this week for the 2024 Sidewalk Program (also known as the “50/50 program”). Construction is expected to begin the week of October 14, 2024. The deadline for owners of properties on this year’s program to make payments has passed, and staff is now in the process of performing construction layout and completing other pre-construction efforts. 
September 27, 2024A construction contract has been executed for the 2024 Sidewalk Program (also known as the “50/50 program”). Staff has mailed payment letters to owners of properties on this year’s program and is in the process of collecting and processing those payments. Construction is tentatively expected to begin in early October.
September 13, 2024A contract has been awarded for the 2024 Sidewalk Program (also known as the “50/50 program”). Staff is in the process of executing the contract. Staff has mailed payment letters to owners of properties on this year’s program and is in the process of collecting and processing those payments. Construction is expected to begin in October. This year's program will encompass removal and replacement of existing sidewalks. Staff is also moving forward with a separate, future sidewalk improvement project that will include some new sidewalk construction, some sidewalk replacement that will encompass drainage improvements, and other sidewalk work that is greater in scope than simple removal and replacement. The design of this future sidewalk project is now underway. Construction is expected to take place in 2025 and be paid for in part by grant funds from the Illinois Department of Commerce and Economic Opportunity (DCEO).
July 19, 2024The 2024 Sidewalk Program (also known as the “50/50 program”) was advertised for bid this week, following staff’s preparation of bidding documents for the program. A bid opening is scheduled for August 6, 2024. In past years, the village was able to utilize joint bidding prices to award a contract for this program, but there are no joint bids available this year. This year's program will only encompass removal and replacement of existing sidewalk. Staff is working to initiate a separate sidewalk improvement project that will include some new sidewalk construction, some sidewalk replacement that will encompass drainage improvements, and other sidewalk work that is greater in scope than simple removal and replacement. Staff expects to submit a proposed agreement for the design of this future sidewalk project at an upcoming Village Board meeting.
