Objective
To improve the condition of the roadway by means of selected pavement rehabilitation methods.
Description
This project consists of milling and resurfacing, intermittent curb and gutter removal and replacement, ADA ramps with detectable warnings, pavement patching as needed, drainage and utility structure adjustments or reconstructions with new frame and lid/grate, landscaping and pavement markings.
Justification
The Village's pavement management program has determined that the condition of the street has deteriorated to the point that pavement rehabilitation is needed. This project is to be funded by the village's allocation of Rebuild Illinois bond funding.

| February 2, 2024 | Remaining punch list work is pending. Punch list work that pertains to parkway restoration will need to be deferred until spring due to weather. The punch list work is the only remaining site work needed to achieve final completion of construction. Staff is also working with the contractor to reconcile the final quantities for the project. A final balancing change order will be submitted for consideration at a future Village Board meeting. |

The weather the last few days of the week resulted in some interruptions in that work, and so some of the milling will likely continue into early next week. Paving of a preliminary layer of asphalt, or “leveling binder course” was completed on Harvard Avenue and a portion of Central Boulevard this week. Those preliminary paving efforts will follow behind the milling operations on all streets. The preliminary paving may be followed by some interim efforts such as pavement patching and manhole adjustments. Those interim activities are location dependent, and so whether or not they will be needed will vary throughout the project area. Paving of a final layer of asphalt, or “surface course” will take place after all preliminary paving and interim efforts are complete. |
| October 6, 2023 | Concrete work is now complete. Milling of the pavement began late this week and is expected to continue for at least one and as many as two more weeks. The paving work that will follow the milling will actually consist of two separate efforts—paving of a preliminary layer of asphalt, or “leveling binder course”, and paving of a final layer of asphalt, or “surface course”. In between paving of the two layers of asphalt there may also be a need to complete interim efforts such as pavement patching and structure adjustments. Those interim activities are location dependent, and so whether or not they will be needed will vary throughout the project area. |
| September 29, 2023 | Concrete work taking place in front of Ardmore Elementary School is now mostly complete. Concrete removals and concrete pours are ongoing at other project locations, with removal efforts expected to be completed by the end of this week, and installation efforts expected to be completed by the end of next week. Milling of asphalt pavement throughout the project area is expected to begin after all concrete work has been completed. |
| September 20, 2023 | The replacement of the sidewalk at the intersection of Harvard Ave and School St is expected to begin this morning. The work will take approximately three days t complete. The intersection should be open to all pedestrian traffic Monday, September 25th. |
| September 19, 2023 | Work on the public sidewalk at the intersection of Harvard Ave and School St has been delayed until the following day due to the forecasted weather. |
| September 18, 2023 | The public sidewalk and curb ramps at the intersection of Harvard Ave and School St is scheduled to be replaced this week. The intersection will be brought up to the most current ADA standards. As part of this work, the village is coordinating with School District 45 and Ardmore Elementary. Temporary crosswalks outside the work area as well as signage will be installed. |
| September 15, 2023 | Construction continued this week with concrete removals. The concrete removals are expected to continue through at least the middle of next week. Concrete installation is following behind the removals and will continue after the removals have been completed. Public Works staff has placed signs with QR codes near intersections for residents and walkers to find out more about the project and to sign up for CodeRED notifications. |
| September 8, 2023 | Sawcutting has begun on Congress Street. The contractor will begin full operations next week, and will move northward through the project area. |
| September 1, 2023 | Staff held a pre-construction meeting this week for the village’s second and final Rebuild Illinois Resurfacing Project. Construction is expected to begin the week of September 5th with preliminary efforts, and full construction operations are expected to begin the week of September 11th. |
| July 21, 2023 | A bid opening has been held for the village’s second and final Rebuild Illinois Resurfacing Project. The village received five bids, with bid prices that staff considers to be favorable. Staff is now working to prepare a contract award recommendation for consideration at the July 24, 2023 Village Board meeting. Because of the Rebuild Illinois bond proceeds that will be providing funding for the project, contract award will also require concurrence from IDOT. |
| July 13, 2023 | A bid opening for the project was held on Thursday, July 13, 2023. The Apparent Low Bidder was Builders Paving, LLC, of Hillside, Illinois. Staff is in the process of reviewing the bid documents. |
